President: Judson Smith, Assistant Director – Henrico Department of Emergency Communications
Judson started on his journey in public safety as a Paramedic, dedicating several years to sharpening his skills in the world of EMS. Eager to expand his knowledge in emergency communications, he commenced his role as a part-time Emergency Communications Officer with Amelia County in 2013. Transitioning to Hanover County Emergency Communications in 2014, he initially held a part-time position, later progressing to full-time in 2018 and securing the role of Communications Supervisor for Hanover County ECC.
His career path continued to ascend as he assumed the role of Communications Manager for Surry County, and subsequently, he served as the Director of Emergency Communications for Bedford County from 2020 to 2023. Presently, Judson holds the position of Assistant Director at the Henrico Department of Emergency Communications.
Judson’s commitment to professional development is evident through his completion of the NENA Center Manager Certification Program (CMCP), NENA Emergency Number Professional (ENP), Registered Public-Safety Leader (RPL), and EMD Instructor certifications with the International Academy of Emergency Dispatch. Recognized for his expertise, he was appointed by the Governor to contribute to the 9-1-1 Services Board and various subcommittees.
In addition to his career, Judson devoted over 15 years to his local volunteer fire and rescue department, serving as Captain for five years. Aside from his work responsibilities, Judson takes much pleasure in being a parent to four beautiful children and loves the time spent outdoors with family and friends.
Vice President: Mary Binford, Virginia Department of Emergency Management
Mary is the 911 State Coordinator for Virginia, bringing over 20 years of experience in public safety and more than 15 years in PSAPs to her role. She began her career under the headset and has spent her life dedicated to emergency services, including both volunteering and working as a medic.
Mary holds a Bachelor of Arts with honors from Coastal Carolina University and an Associate of Science from Richard Bland College of William & Mary. She’s an active member of NASNA and APCO and has served for many years on the Virginia NENA Board, where she currently holds the position of Vice President.
Known affectionately as the “Director of Friendships, Networking & Human Operability,” Mary is a passionate advocate for elevating recognition and benefits for the 911 industry. She’s also committed to pushing for technological innovations that will improve emergency response systems. Outside of work, Mary enjoys spending time with her very large family, cultivating her garden, and experimenting with new recipes in the kitchen.
Secretary: Tracy Zingg, Assistant Director of Operations – Prince William Public Safety Communications
Tracy started her career with Prince William County 911 in 1995. After consolidation, Tracy moved up
the ranks to reach Public Safety Communications Manager in January 2015 and Assistant Director of
Operations in May 2021. She was a volunteer EMT and Paramedic for many years and volunteered
locally in Manassas City and Prince William County. She is a DCJS General Instructor, CTO Instructor
and EMD Instructor and was previously the Training Coordinator for PWC.
In addition to her duties as Assistant Director, Tracy serves on several committees, teams, and boards
in and outside of PWC. She is an active board member of both Team Prince William Inc and Law
Enforcement United; two non-profit organizations that bring awareness and support to the families of
fallen law enforcement officers. She is also an active board member of the local Prince William
County Police Association serving as a civilian Director at Large. Tracy has been involved in State
Legislation and lobbying in Richmond on behalf of Virginia 911 centers for a bill to provide enhanced
retirement benefits through VRS and a bill to get 911 Telecommunicators reclassified to a protective
services occupation as first responders. While this continues to be a work in progress, Tracy is
committed to enhancing the lives and work environments of 911 Centers across Virginia.
Treasurer: Micheal Miller, Bedford County E-911 Center
Michael, with 15 years of experience in 911 public safety, has dedicated his career to ensuring the safety and well-being of the community. As a training coordinator for the past 5 years, he has developed and implemented comprehensive training programs to equip emergency responders with the necessary skills and knowledge to handle any situation effectively. Additionally, serving as the treasurer on the Virginia NENA Board for 2 years has allowed him to contribute to the advancement of emergency communication services in the state. Michael is passionate about his work and committed to making a positive impact in the field of public safety.
Director at Large: Holly Williams, Carolina Recording Systems
Director at Large: Allison Marshall, Assistant Communications Manager – Fauquier County Sheriff’s Office
Allison’s career in public safety began in 1995 when she joined the Remington Volunteer Fire
and Rescue Department as a junior member. During her time as an active member with the
department, she obtained her EMT-B and firefighter certifications. Allison held several different
ranks within the department to include EMS Sergeant, EMS Lieutenant, and EMS Captain. She
is now a life member of the department.
Allison began her career with the Fauquier County Sheriff’s Office as an Emergency
Communications Specialist in 1998. In 2001, she was promoted to shift supervisor, and has
worked her way through the ranks to her current position of Assistant Communications Manager.
Allison obtained her DCJS General Instructor, VCIN Instructor, APCO Instructor, and CPR
Instructor certifications so she could began assisting with training both telecommunicators and
deputies. As Allison has continued her education, she has earned her ENP, CMCP, RPL, and
CPE as well as completed the Leadership Fauquier program. She has obtained the NENA
Excellence in Dispatching Certificate and the VA APCO Certificate of Distinction in Law
Enforcement, Fire, Leadership, Training, and 911 overall.
Allison oversees the agencies Child Passenger Safety program and serves on the Rappahannock
EMS Council Heart & Stroke Committee. Allison is an active member with both APCO and
NENA. She previously held positions with Virginia APCO as a Director at Large and the
chapter secretary and is currently serving on APCO International’s Professional Development
Events Committee and the APCO Awards Committee.
